You say you want an affiliate program that pays - have you had a bad experience with an affiliate network before?  I think you should consider your niche initially and then go from there.  Each affiliate network has something different to offer finding a network that will help you to become a success and promote is really important.

I think if you research the affiliate network you will find some networks out there. It depends on your niche, finding a network that offers the niche that you want to market.  I have heard some really good things about moreniche.com at the minute.

I think affiliate schemes do work but you need traffic, I would'nt pay for traffic unless I was taking details from people or offering something to make them come back to my site.
